SAO seems to use food and nightly room fees (or extremely expensive houses) as the standard upkeep fees. The Army / Liberation Front very well could have a guild house somewhere, and if we assume they're running the prison they'd pretty much need a fairly massive facility somewhere.

Also, the standard army solider armor has to cost something, so the simple fact that they can afford to churn out so many sets of it suggests a lot.
