Rinnie doesn't count for two reasons.
1.) She's not a shrine maiden. The Dragon God can only "grant favor" to the shrine maidens.
2.) She's underage.
As for the teacher, she's not actually IN the harem. She's not interested in Nagi (or the girls) per se. She's just wildly voyeuristic about the Dragon God custom and tradition.
