But like you said, it could be totally different and he actually could be the strongest squad leader so thats why Whitebeard sent him. Or maybe Whitebeard couldnt afford being without the 1st squad leader just incase an attack, or any other reason. Plus in the manga it stated that Blackbeard was under Ace, so Ace'll be able to take him. Oh yea i've never seen Bleach, how is it?

Spoiler:
The fact White Beard sent Ace after Black Beard doesn't support the idea of "the higher the position is, the strong the member is", in my opinion. Like you said, Black Beard was Ace's subordinate, so it's quite natural to White Beard send Ace himself, since Ace's the best person to deal and catch Black Beard.
We'll have to see
About Bleach...
Bleach is very cool. About Shinigamis, "warriors" who hunt evil spirits called Hollows. Their job is to beat these hollows and guide their souls to the Soul Society, where all human souls reside. One day, the shinigami Kuchiki Rukia, while on duty, visits Kurosaki Ichigo's house searching for a Hollow. She gets really surprised Ichigo can see her, since only people with very high spiritual power can see Shinigami. While battling the Hollow (which Ichigo can see too), which was attacking Ichigo's family, Rukia is wounded and can't fight anymore. Ichigo says he wants to protect his family, and then Rukia's give him her Shinigami powers. Then Ichigo becomes a Shinigami and kicks the Hollow's ass
From then on, he has to "fight evil" and do Rukia's job as a Shinigami.
Sounds like any other Shonen, no? Well, it might sound. But it's much more than a normal Shonen.
Bleach is very funny, and enjoyable. It has great characters, and a great plot. Different from any Shonen you have read before. Right now...
It's really nice, you should read it
