That would be Animesuki's mascot Kairin. She was drawn by a crazy man...whose name I can't recall at the moment...but it starts with a K...and ends with 128 and I think had "iva" in it.
Infact, the girl in SaiyaGina's banner is also Kairin (chibified of course)
