It is Allen. After all, it was Allen's flashback scene. After the flashback you can see that Allen was really reminiscing the past.
Edit: And why wouldn't it be Allen? If it wasn't Allen it would leave a plot hole in the chapter. It couldn't be cross either since Cross should be as old as Mana. Then ask yourself what was the purpose of the flashback scene if it wasn't Allen? That scene would be pointless.
