Ark, once again, that's
at the beginning. The forwards are fresh out of boot camp at this point, where the members of Dragon Army have already been in the force for at least a year or two. This is one point I'm
not going to compromise on:
B+ at the minimum.
Besides, if it's just a matter of bureau policies, I can fudge the details because this is a team of Enforcers, who seem to operate largely outside the established military structure.
