Some of the novels quote it as 20000 (the line that comes to mind is "1/20000ths of a billion is still 50 thousand). I think the Railgun Manga Just states that "At absolute strongest the Sisters will be 1/1000ths of Railguns power." or something like that. It's inconsistent.
