Looking at the events in 13 with the preview and spoilers for 14 (his rampage at the cult and apparent anger with C.C.) I think it would be safe to say there is going to be a lot going on in the next 2 to 3 episodes with his character development.

I think a major theme is going to be his regret over gaining the Geass. I mean, what has he actually gained from it if you look at it objectively. He has currently lost his sister (temporarily at least) , Shirley, Euphie, and his freindship with Suzaku, in return for what? He's probaly going to find out what happened to his Mother, which was one of the goals he had, but his other main goal, having happiness with his friends from Ashford and a peaceful place for his sister has pretty much been ruined. Heck, Nunnally has pretty much come out and said that was perfectly happy living with him at Ashford. I think theres a quote from the preview or spolier of him saying in effect, "Whats the point of the Geass if I can't protect those I care about?"

Nobody told him to go start a revolution against Britania. He only has himself to blame for everything that's happened since he got the Geass.
