Actually that's been up over in the Toaru section since yesterday morning. ( http://forums.animesuki.com/showthre...=79331&page=25 ) We've been over it a bit, and apparently it says Toaru Railgun S2 is coming this Fall. And if that's what the pic says.....then it's most likely a troll-pic. Railgun just ended last month, while Index ended a few years ago, so they'd much more likely do Index S2 before Railgun S2. Even before that, though, they have Shana S3 which we do know is coming, and Shana S2 ended even longer ago, so that's more likely to come before Index or Railgun S2 even.
