Or rather, an older sis and younger sis. Neither of them had it really easy, so maybe that would explain why they don't totally hate each other. Though, other than Rosa giving Natsuhi medicine, I don't really remember anything hinting to a really close relationship between the two. Natsuhi was probably too busy with her own life and trying to have a child to really give Rosa too much attention, and Rosa already hated her siblings so she probably couldn't care less about the people they married. Though these are just guesses. Rosa seems pretty nice to everybody at first, unlike her siblings.
