They could be waiting to see what the supposed upcoming Kakashi arc in the manga will focus on, and if they can fit the Gaiden inside of the manga arc. Otherwise, I say make it into a movie.
There are only about 4 episodes worth of material in the gaiden, and 4 episodes is about the length of a movie...so...make it into a movie.
