It is 3 episodes, one to accompany each of the three DVD boxes for the Kujibiki Unbalance TV Series (so, 4 TV episodes and 1 OVA for a hefty 14490 yen (~$123 US) each). This is basically a mirror of how there were three Kujibiki Unbalance OVA episodes to accompany the three DVD Boxes for Genshiken.
ANN's listing isn't implying that there's 1 episode, only that there's only one release with a date, but this is actually inaccurate as well. Here are the Kujibiki Unbalance DVD box solicitations on Amazon, including the Genshiken OVA episodes:
