I think you might have something there. Saya threatening a Chiropteran with her blood would be similar to a normal person threatening to shoot another person with a gun. Maybe thost Chiropterans had the choice of either obeying Saya or she'd kill them on the spot.
As for the gov't. using her and Chiropterans, I think that's plausible too. Send in a team of blood-sucking monsters into a village, pull them out when the job's done, and watch as the people in neighboring villages clear out over wild rumors about said monsters. An army would be able to march into an empty village and occupy it while taking whatever they needed to survive.
