Just encouraging gambling isn't a problem or evil. People can easily tell an octopus or a groundhog are unreliable predictors since they are animals and thus influenced by something. However, people cannot properly determine randomness. If you create an event that looks coincidental but is actually semi-random, you can create some dangerous psychological effects.

I don't see it causing people betting their life savings, but being used to encourage "just one more". Here's an example of the type of thing they can do: Rio randomly appears on the machine and it appears she causes the machine to give the house less of an edge and thus pay slightly better between two random timing intervals. Reality being that the machine detected the continued loss and already randomly decided everything in advance and thus showed Rio to convince the person to stay longer and make "one more" bet. They already have machines with similar ideas in video pachinko. You can extend this idea to a cosplayer advertising a parlor too.

It's also like how casinos advertise how much a slot machine has paid out under the dual ideas of: "A machine pays out more means I'm more likely to win" to the inexperienced gambler and "A machine that has paid out less means it is statistically more likely to pay out more because of regression to the mean" to the gambler who uses math. Reality is that neither will give you an advantage for the time you are there.
