The reason is because creators chose to do an OVA format for the latest Code Geass series instead of a TV series option. If anything, I believe that if Sunrise was to do another Code Geass series, it's likely to be Code Geass: OZ. So they might be waiting for the manga to be substantial enough in material to do an anime TV version of it.
