^Kinda just brought up in that post above yours, but fish-people are supposed to be an evolved form of human (Arlong even specifically brings that up eons ago in East Blue), so.... I guess we can say it's a bit of both, maybe? Honestly, I wouldn't really surprised if they were just a different race, though.... we've already seen a bunch of freaky-looking people throughout the series already, whether they're half-fish or not (like the giants, which have demonic-looking individuals like Oars among them).
