It probably will be. He changed the ending of Phantom: Requiem for the Phantom (Game ending was more positive. Trolling was worse here.). We know what happened with Madoka and Psycho-Pass is going down the same route.
Urobuchi fans aren't tuning in for an uplifting title with a happy ending imo.
