Too hard to tell. At the first I thought Lelouch but after watching it again, probably Suzaku. Kallen probably thought maybe Suzaku doesn't truly hate Lelouch by that picture since he kept it in there. That's a possibility. Either way, I can't really tell since it easily could have been Lelouch since she was just thinking about him.
