I'll expand on that:

The rules request that people don't ask for new signatures before their old requests are completed. Basically, ask for one signature at a time. There is no rule that says requests have to be done in the order they were posted in. Signature makers have the right to fulfill requests in any order they choose. This might mean that even if you posted first the guy who posted after you got his signature before you did.

There are lots of reasons that might happen. The source that was provided was difficult to work with. The signature maker might not have an interest in the source. The signature maker might not have motivation or inspiration to make a signature with the provided source. He/she might have their hands full with many requests at once. The request might have been missed.

Signature makers don't have a vendetta against requesters, but they do provide a free service and that means requests are subject to their whims. They don't have to make other people signatures at all. They do it because they want to.

But complaining is a good way to kill any motivation to help someone for free.
