Sure, but of course you can't doubt the implied age of their physical appearance. For example, even if Kazehana was developed for five years, she still looks like a twenty-something year old woman and acts like one.
Kuu looks like a child around 7 perhaps, Miya is a grown woman who seems to be on her late twenties, and so on...
I think there's a difference between real age, and actual aging. When it comes to the sekirei, the only indicator of aging we have been given is from Kuu, who says she wants to be Minato's wife "when she grows up." At least we know that they do age, and with the way Kuu says that line, it seems to be of a normal rate of aging.
