It's a split cour series, the plan for them is to air one cour, have one cour off and than air another cour. Think of it as a 26 episode series split into two, the advantages of this is that they actually release more dvd/br volumes (6+6 as opposed to just 9...) and it allows the studio some time off so less chance of recaps or a Wolf's Rain happening..
Disadvantage to split cours is that if the first season bombs they're left with a dud for the second half... though if the choice was between a split cour airing and a 2 cour airing it kinda doesn't matter than... though looking @ how Mitsudomoe 2 got reduced to 8 episodes since the first season was such a dud than maybe it's not too bad..
