you mean Moon Howler? i don't know that much about him but i think it because his "tall, swarthy man" form is just what he use to communicate with humans, the Moon Howler form is his main form that he use to communicating with Moonbeasts. his true, strongest form is The Crawling Chaos with 1000 mask. (this is what i learn from shin megami tensei so don't take it as a fact)
