Because if its during the movie (or crosses the movie at some point) then the Cheurdim and Arios are not going to have any Drives powering it assuming Seraphim Drive was destroyed. They can go L Condenser of course but those have very limited time limits.
Unless....................the mysteriously absent Seraphim Drive is somehow involved for at least one of them.
Having a separate team using one Drive would may explain it (a throwback to the days of 2307), especially if they are still active during the same period as the movie (regardless of whether 00I 2314 starts within this period or not).
