It's the one the companies use, since it costs them money to produce and air the stuff on TV. Right now, they're not making much of anything off Haruhi 2009, since you buy the airtime, and you also buy the commercial spots to sell the show's merchandise. There's a good reason that when anime shows are aired on Japanese TV, they air like 30 minute commercials for anime-related merchandise.
They don't really care about the online fan reaction. Kadokawa makes a tiny pittance of money off of re-airing it on
PirateYoutube, which I suspect they turn around and mostly blow on chasing down and removing the near-unending supply of pirated material that turns up there.
