Note the last line of my comment. The year of grace is also time for her to come up with another explanation for additional delay. She's not just leaving it at that and working on her current plan, she's multitasking.

We already know the rulers of the southern kingdom don't like being dependent on the central kingdom's war funds. Reducing that dependency is the objective here. What they do with the increased food supplies in the short term is less important, because they're not going to do something that will reduce their independence, and making them more independent is the true objective.
