We still don't know the requirements to become a Geass user - which means that C.C. might have very well have been searching for members of a specific pool (possibly narrowed down by searching for compatible, medical or psychological characteristics) and a viable candidate. Maybe not everyone can use it and those rare people are hard to come by - hence why C.C. chose Lelouch, whom she might have been scouting during his childhood (cf. ep1 - intro).
Otherwise it might be about the subject's background and their determination...those who actually have a
use for the Geass can only accept it. Someone who doesn't have a goal in mind might not be as easily controlled/kept in check as people who must
rely on her. As for Mao, we don't his history except that he's an orphan. C.C. probably didn't want to wait until he was longer and felt he could already accept the Geass and get used to it, till he got old enough to
act by relying on the information gathered by mind-reading. The only problem is that the Geass couldn't be shut down and reportedly evolved in a negative way...moving away from C.C.'s scenario and forcing her to part ways with him.
