To some extent, yes, (Hata was talking about it but no official announcements) but the movie was still a trial run. If it had bombed they would have scuttled any plans for a third season immediately. Not to mention that the complete lack of information on Season three, (Not even a studio.) makes it pretty obvious that they didn't even really start working on it until recently.
That said, I'll place my bet that the "special issue" when Hata gets back from hiatus will be announcing the release date for the third season a month before spring season starts.
