Everybody rate things differently, and that's why opinions existed. IMO, if it is impossible for you to rate something "10" since nothing is perfect, then there is no need for a "10" rating there. We could have just have 1-9, what's the point of "10" then?
It's perfect OK to rate things your way, but you should also respect other's ratings. For me, I rarely give 10s, but in the case of haruhi I gived 10s twice (2nd and 10th episode). The whole thing is just a gathering of opinions, or a popularity rating, take whatever way you will.
