It certainly seems like the popularity it garnered throughout its life would have allowed for a greater ability to make the episodes last about 32-36, but they probably predicted they'd only get enough for 25, which seems logical to me; it would have been disastrous if they tried to make 32-36 episodes without prolonged support. Nevertheless, it is unfortunate that they didn't know how much popularity it was going to gain.

This is of course, assuming funding comes from expected income from the series itself in the future. I can only imagine this is how it's done.
