I guess you could apply the same to Uiharu as well, but that sortof flies in the face of the carrot on a string that is what makes up her power and whether or not she can become stronger which has been a theme throughout the whole series.

AC chooses who can level up depending on how much material, resources, money they need to spend on the "esper" so the more cheap you are the more chances of leveling up while the more hard you are the low chances of being a drop out will dramatically increase.

So, the cake is a lie dude.
