While he did use the Dollars network at the end of the first novel, it's also shown that any member of the Dollars can use the mailing list in the same way. There are people who make enough of a name for themselves that they function as a leader, and have some influence on the Dollars as a whole, but no one person can really control the group. At the end of book 1, Mikado has no more ability to control the Dollars than any member.

I didn't read beyond book 3. I have not seen the network used in such way, I would be curious to read about how it is being abused as I don't mind spoilers.
