According to the author's note by novel writer Kodachi Ukyou at the end of volume 4 of the light novel series.

Spoiler for summary, for those who want to know:
He said that (1) he wanted to put Yoshino Hiroyuki's screenplay out as the novel, but Kawamori told him just to write as he wanted, because Kawamori wanted to read another person's take on it. But (2) Kawamori checked over everything, from the setting/background to correcting or pointing out missing words - whether he corrected any scenarios or not is left unsaid. And finally, the author notes that (3) just like the Battle of Sekigahara has many different accounts which still share many similarities, readers should regard the Frontier novels and anime in such a manner.
IMHO, this seems to leave it squarely in the gray area in the TV series, because it doesn't actually deny the possibility of Sheryl and Alto making love. If you want to go by the novels, then it's 'canon', so to speak. But even though Kawamori-sensei basically endorsed the novelisation, it doesn't necessarily mean that he wanted to clarify it (or that it "make(s) it a fact for the TV series", as Dex noted previously) - Kodachi-sensei was basically told to write what he wanted, afterall.
I'd recommend reading this author's note yourself though, if possible.

Maybe that was the whole point? Kawamori-sensei certainly seemed to enjoy the consternation caused when he answered related questions on the radio show...
