A lot of combat, especially in Nanoha, is rock, paper, scissors. Hayate is powerful from a distance, but crap in close and she needs support. When you honestly understand Nanoha combat, and all the factors therein, everything makes sense.
Edit: As long as you keep reducing it to power levels, you won't get. Skills, tactics, power, support, and even luck, play a role. This makes combat more of an ambigous factor, and thus not a straight-up bash fest.
