Oops, my reading skills fail in the night-time, and I obviously didn't watch some eps very carefully
Yeah, watching Nanoha tells us that much about Lost Logia incidents. There seem to be way too many of them for anyone's good.

It would have been more fun they had left it to the last minute, instead of deciding it with a few minutes left to go, though. It was anticlimatic.
You can go see the main point of my reply to his rant on the OC.

Now, where did Jail get those from, eh? I thought Precia, like, disappeared into the some dimensional void or something...or was she not carrying the thing with her?

Well, it's definitely something that eventually got counter-copped by the TSAB following their ultimate victory.
Spoiler for Philosophical/Technological/Magical Underpinnings of the Formation of RF6:
TSAB Philosophy 101 on Lost Logia:
Premise 1: Lost Logia have been used in the past.
Substantive 1: They have destroyed lots of things.
Sub-Conclusion 1: They are therefore dangerous.
Premise 2: Lost Logia are unknown factors.
Substantive 2: We have some but not all, and we don't even know what they all do.
Sub-Conclusion 2: Referring to Section 1, this makes Lost Logia both unknown and dangerous.
Sub-Conclusion 3: Dangerous + Unknown = Even More Dangerous.
Premise 4: We assume other people have some too.
Premise 5: We cannot assume that they have benign intentions.
Substantive 5: All other canon people with Lost Logia did not have altogether benign intentions, exception being Yagami Hayate.
Premise 6: Our main army is quite unprepared for a Lost Logia event.
Substantive 6: They can't even hold off a swarm of drones, what more a Lost Logia (pardon my anachronism.)
Premise 7: But we have some elites handy!
Premise 8: Group of Elites >>>>> Main Army.
Substantive 8: Judging by the difference in collateral damage, the conclusion was unanimous.
Sub-Conclusion 8: Elites will able to contain Logia much better.
Ultimate Conclusion: Allow Yagami Hayate to form Riot Force 6!
