I think the beauty of Haibane Renmei (and Simoun) is that it is open for interpretation. Where you see punishment, I see an opportunity for the Haibane to find peace with themselves so that they can head to their destination beyond the wall with a 'clean slate.' The destination might be the heavens, the next life, or someplace else, maybe somewhere we can't really fathom with human imagination.
I agree that both Simoun and Haibane Renmei offer resolution...just not the type of resolution that is found in most works of fiction (plot resolution). As was stated before Chor Tempest entered the fountain, no one ever knows everything about anyone else (as much as I still want to know the identity of Aeru's grandfather!). Life goes on for the Haibane (with twins!) and for the people of Daikuuriku.
Rakka didn't want to say goodbye to Kuu or Reki, but she would have lost Reki more if she hadn't helped her find peace.
Chor Tempest didn't want to lose members or go to the fountain, but it was impossible for them to stay the same and continue to live at the same time. Onashia tried and suffered a long, painful, and lonely fate. Mamiina died for it under a noble case (always a Simoun Sibylla, never again a commoner servant). So Chor Tempest moved on when it was time, with Aeru and Neviril as their final prayer to the sky.
And damn yes, I want this to be licensed. I'll even buy the DVDs one by one whereas I normally always wait for cheap boxsets.
