Honolulu looks to ban bad odors on buses

With all due respect to the fine upstanding officials of Honolulu who are obviously well in touch with the public's opinions , how exactly does one determine something to be stinky? Does the bus driver poll his riders when he gets a complaint, and what happens if you have people disagreeing as well? How exactly are you going to enforce judgment in court with lawyers likely to get their clients to dress and clean up before the court appearances, which is already being done now for trials?
