The first time Haru saw the glow of The Fluctuating Light, it was when he was first training his Incarnation skills with Sky Raker. It felt like it was someone calling to him (ref Vol7). Additionally, from how the name is similar to 'Fluctlight', souls as stated in SAO, the final item, it lends possibility to how the final 'item' is a person's soul, not something as simple as a powerful item.

I personally doubt it's UW-related issus however, do remember SAO happened 20 years ago if the two series are even in the same universe (a unconfirmed fact going by word of author), if TFL was SK!Kirito it won't be anything to do with UW-related issues. Not when by end of WEB Alicization the existence of UW and Fluctlights went public with media attention and incurred political clusterfrak with US trying to hijack Ocean Turtle. UW-related stuff would have been finished by this point.
