It depends - but the main point is that for a lot of people who are familiar with Ion's character in the manga, this is utter butchery and completely OOC for him.

Given that they heavily imply that he is going to seriously molest or even rape Stella in episode 16, it seems that they are trying to make Ion out to be almost pure evil or something like that.
But Ion ISN'T demonic and viscious - in the manga, he's cunning, practical, and he plans everything to a fault. He doesn't just use people and throw them away, nor does he do random cruel things almost for the sake of doing them or to lord his power over other people. Everything that he does is very precise and controlled, and he doesn't reveal more than he has to.
At this point, he shouldn't even care about Stella, or Chrno - they're an interesting side amusement to him, but by the plot of the manga, utterly inconsiquential to his master plan. Rosette and Asmaria are both important, but he doesn't risk encountering them until he is fairly sure that he can accomplish what he wants to without any real risk of losing.
So from that point of view, this is a really ugly episode. I am really disappointed in Studio Gonzo at this point.
