I think that they're intentionally making the status of the twins ambiguous, so they could be

Well, apparently she's got a different voice actress to the FSN Saber, so I guess that that is an indication that she's
not Arturia (and that they're trying to make this a big reveal when the game comes out).

I think she's the 'helper NPC', who gives you items and such like (and probably heals you...).
