Given the narrative conventions, it's likely that the ONLY person who has a chance against Teru is Saki herself. Otherwise it
might involve characters that haven't appeared in either anime yet -- the girls from Eisui, including their monster Jindai Komaki, her "medium" Iwato Kasumi, or the ones from Rinkai.
Unfortunately since none of them actually placed against Teru in the individuals (remember, the second placer is Arakawa Kei), it has to be someone that Teru hasn't faced before in any national match...
