You have to remember she is from the same batch as Trista Sestina, who we all know as Yashiro Kasumi and just to make everything clear, their last name Sestina actually stands for Sixth Generation Esper. Now admittedly, Kasumi's wasn't the most powerful either, but she was able to answer questions that someone had on their mind at the moment they were thinking them. Espers have the ability to read the emotions of people through colors and get a general sense of their personality from this as well, the other half is that they can pick out images from their minds as well. So the ability to see someone get scolded, not a big deal. The 00 Unit was a completely different ballpark since it combined many different abilities that wasn't possible with a human Esper.
Regarding on Inia being able to pick up on the RLF infiltration, she cannot read people's minds completely, no Espers really can. Then you have to take into consideration that there are people with dark thoughts everywhere, a good example would be the pilots in Russia that attack Inia/Cryska.

I didn't remember too much about the ideosyncracies of Kasumi's powers aside from the fact that it took conscious effort for her to read a mind. But to me Inia tended to come across as a considerably less powerful ESPer than Kasumi. (And yes I'm aware they're both supposed to be part of the same generation.)
I suppose Inia might not be keen to dive into the minds of people she perceives as thinking nasty thoughts, but you'd think she might pick up on their being something sinister about the large number of not so inconspicuous Coeurl Express people around the base and mention it to Cryska or something. Also, Sandek never seems to try to use her very much for espionage work despite how useful her ability would be there. (Though then again, I'm not sure I would want to trust Inia with conducting highly sensitive espionage work.)
Meh, I guess its an element that seems to be kind of ignored/underutilized at times. A bit too game breaking, perhaps.
