I don't think Ishida was hiding his power. His father called him talentless and also he lost his powers at one point. He didn't even know he could regain them. There must be some unique weapon in the Ishida family or something his father didn't tell him about. Ishida will probably get a powerupgrade soon. I would be really disappointed if Ishida was hiding his powerlevel the entire time. It would make no sense.
