Komoe is a teacher TEACHING SUPERPOWERS! and is supposed to know a lot of stuff about AC including the strongest of all people living there.
Even Saten/Shirai/Uiharu with erased memory, some random firefighters and many random people she meets know who she is.
So I don't really know what the heck happened here, all my teachers I had always knew all the famous people in their field of knowledge.

The prologue takes place during the Ichihanaransai. The actual novel takes place before the Ichihanaransai
Which means that she should be known by that moment. Because the pologue is "present" and they met her in the "past".
