heck, in shin megami devil survivor, the mitamas are only usefull as a fusion supplement XD

Or they don't want Brotag to summon a Persona that seems more powerful, or overshadows Izanagi. Even though Izanagi is only used pretty much for the introduction of the game, it is important during the true end. Probably as the anime goes, Narukami will summon more powerful Personas within each Arcana.
