Other Gundam pilots couldn't do as Shinn did because they cannot replace parts with ease.
Let's put that to a fact that Shinn is using what he has efficiently, but you won't see that performed by other Gundam pilots unless the Gundam they're piloting has the same mechanics as Impulse.
