Dunno, being in the possession of anti-magic doesn't mean you're a hypocrite if you use magic yourself.
Heck, you'd be an idiot not to use any convenient magic. The weakness of the bureau is that they rely on magic for everything, even when there are other more conventional methods that are far superior.

Given how the first thing he did was make terms, I doubt that. Someone who has been told "cooperate or face death penalty" really wouldn't have much ground to stand on when talking about terms
