Okay, so either could pull off a deadpan inner Moka, and looking at their credentials, maybe even outer Moka. Anyone that could pull off cutesy characters like Neneko Izumi from DearS(Chiwa Saito), or Chiriri from Bottle Fairy(Kaori Nazuka) could probably make it work. But if the anime ever gets licensed outside Japan, then we'll really have an issue going for who to choose there.
So here's my own guide to the anime, I took some time to skim through both seasons, and as expected, Capu 2 fails to even bother keeping with even half of the manga story elements. But the thing you'll notice is the elements are there, but the context is different for most of the anime compared to the manga. At least someone here has to stick up to the anime. It may be bad, but it's worth more than a couple still images that pop up every now and then, and I'm not referring to the manga, in case someone misinterprets that line.

First Season:
Episode 1: it's always the first episode that's the closest to the original material.
Episode 2: for Kurumu's introduction, still somewhat canonish, but starts to stray. Inner moka looks awsome in this one.
Episode 3: Yukari's intro and more or less of canon material.
Episode 5: for the club choosing and the mermaids, not very heavy on the orginal story but it's still very much there.
Episode 6: for Gin's first intro, somewhat canonish.
Episode 7: Mizore's intro, but only a few parts follow the manga, and unfortunetly Mizore was on the wrong end of Moka's kick.
Episode 8: Lilico's episode. Also only has elements of canon stuff.
Episode 9: Ruby's intro with some canon elements, but only some.
Episode 10: the continuation of episode 9, same as above.
And finally 11 through 13 are pretty much Kuyou's arc, but many things are different or missing.
Capu 2:
episodes: 2 and 3 for Kokoa, Tsurara and Ageha's voices, and small elements of the manga plot from the school festival arc.
Episode 4 for Yukari's "grown up" day, and to hear Maki's voice (the nurse that works for Anti-Thesis at the hospital).
Episode 5 for watching inner Moka briefly make a fool of herself.
Episode 7 for the "Home Visit" of manga chapter 39 of the mangas first season.
Episode 9 for elements of the Yuki-Onna village arc.
Episode 11: is the Lilith mirror chapter, as to be expected the setting is different.
And the similarities pretty much end there. But almost all the first season could be watched with some recognizable manga similarities, something which cannot be said of the second series.

I have no frame of reference for Valkyria Chronicles, so I have no idea just how bad it supposedly is. I haven't played the game (don't have a console to play it on) and I didn't take an interest in the anime, because it's very rare that I get interesting in RPG fantasy game based anime.
