This is the statement by the WWF in the article.
Not in the actual making, no, but the article from my link does say that people on both sides, WWF and DDB Brasil, having apologized, in Portugeuse (only?), for the ad and 'attributing it to "the inexperience of some professionals on both sides, and not bad faith or disrespect toward American suffering.'". I'm assuming here that the WWF professional(s) mentioned only did the approving of the work in Dec 2008 which DDB Brasil mentioned.
