I disagree. What happened to her is not so different from what she has done to Utsumi. Unless you want to say, that on emotional level, finding someones panties is more painful than being ditched on a day of yours date because yours beloved decided to go with someone else. She deserved it.
My future opinion about her depends if she will try to use Utsumi as a rebound bf or not.

I agree with Darknemo2000, GE looks like josei/smut manga, but from the view point of a guy. The good guy, always loosing, or at "best" being the second or even third choice of a girl.

Actually, it's quite different. Agreeing to a single date with someone and then rejecting them like she did with Utsumi is bad, but it's also understandable. She and Utsumi hardly knew each other and she wasn't sure if she liked him or not. The way she went about it was wrong, but it was a mistake and she felt really bad about it, and she was straight with him about it when he found them. Even Utsumi realized this and accepted it, saying he probably would have done the same. And for those saying that she would have kept lying, you have no basis for that because we have no way to know for sure as it happened te next day. For all we know, she may have been planning on telling him the next time she saw him and honestly, I believe she would have.

Keito and Shou, on the other hand, are actually in a relationship which is something much more serious than a date. He's using her as his rebound and now that his girl wants to get back together with him, he's two-timing Shou, who is completely in love with him and he knows it. That is far more painful and cruel. It's not something anyone deserves, especially Shou, as she isn't a bad person. Naive, yes, but not bad like Keito is.
