I tend to go strictly by who the character is as a person when I decide upon what characters to like and what characters to dislike. This is how I would rate each character as a person (note that I'm not going to include all characters in this):

However, even though I hate someones guts or think that someone is boring as hell as a person, I can still appreciate what they bring to the table in terms of plot and stuff like that. Since Code Geass is the only anime that I've really enjoyed in a long, long time I'm going to pull out my old "Character Rating System" and really rate these people as characters.
